Licence to Skill is an approach that has been designed to help organisations (delivery, planning and funding) to develop pathways that can tackle poor skills and promote inclusion and employability. It supports the growth of an integrated employment and skills system that helps to move people into sustainable work and tackle ‘underemployment’ for people in work. It also encourages the development of services that can help people who may not move into jobs straight away to take an active role in their communities and support their families. This is an important factor in supporting community cohesion.
There are two linked Licence to Skill products: The Starter Kit and the full Toolkit. There is also an Employability Evaluation Framework that can be found on the Employment and Skills page.
The Licence to Skill starter kit is recommended for those new to the approach and for initial discussions between partners wishing to develop integrated pathways. It includes 3 downloads:
- Introduction
- Customer group and goal segmentation
- Matrix for initial overview
The full Licence to Skill Toolkit is ideal for detailed planning and development of a pathway. It includes 4 downloads:
- Part 1: Background and Guidance for Providers
- Part 2: Guidance for Funders & Planners
- Part 3: Blank employability and inclusion templates
- Part 4: Reference materials
